Measuring Tread Depth

Tyre is a Michelin Pilot Super Sport, 295/30ZR20 101Y.  The tyre has an asymetric pattern with the outer edge to the right of the picture.  Where should measurements be taken?




Measurements taken at A, B, and C are approximately 4+ mm.  However, D is a very narrow tread width pattern and is not as deep as the others so I'm seeing less than 3mm.  (Even when new, this was never as deep as the others).  Is the depth of D taken into account when deciding when the tyre has reached its minimum working (and legal) tread depth, or just A, B, and C ?
