Just taken a look at a M235i Convertible and a couple things struck me as being clangers from BMW:

- the inside lights do not have any lamps, so high beam and dipped are on the outer lights only, why? The housings are there.

- there is only mechanical steering column adjust even with memory seats

- why aren't electric seats standard

all this on a car that retails at over GBP40,000 - strange.

At a guess:

The outer dip/main units are probably bi-xenon type, where a shutter falls to provide the necesary dipped beam cut-off, and  is lifted to give main beam.

The un-used inner reflectirs are probably used for the US market, where they have very reactionary ideas about headlights, and do not allow xenon units.  This would be the same reasoning which about fifty years ago, when the Jaguar XJS had very good twon halogen lights for the European market,  caused it had to be fitted with twin circular tungsten lights for the backward-looking Americans.

No doubt BMW's marketing men would have a glib asnwer to this question, in an attempt to convince yu that it was for your own good . . .

Perhaps it would be possible to fit some good bulbs to the inner units?
