Anyone travelling to Germany should be aware that since last year all cars are classified according to their age, and the associated permitted level of exhaust emission, a petrol car without a catalytic converter meriting a red sticker, for the worst level of emissions! At the moment any petrol-engined car with a converter (Euro 1) will be given a green sticker, as will any diesel-engined car from January 2006 onwards. The vehicle registration number is printed on the sticker.
Foreign-registered cars are required to display a sticker, which can be purchased on line, at authorised garages, and other places. Classic cars within the definition set by the Federal Government are permitted to drive without a sticker. The current fine for not displaying the correct sticker is currentl set at 40 Euros per offence. Green sticker for post-2006 diesel cars and cat-equipped petrol carsThe classification is shown by a coloured windscreen sticker, the colour of which must match that shown on signs for the road you are travelling on. Use of these colour codes is particularly prevalent in built-up areas and nature parks etc. as may be decided by the local council. The Environmental Zone so established may be permanent or operate only during certain hours, and may grant access to any or all levels of approval, as denoted by the sign. I could be cynical, but this legislation - and particularly the exemptions - have the ring of having been introduced to satisfy Germany's powerful Green, Road Transport, and Farming pressure groups. We looked into this for our trip to Buchloe and in particular for Munich where we are staying. The green sticker can be purchased from any authorised BMW dealer I am told, less than 10 euros. It was somewhere like the equivalent to Oxford Street London that it was required for in Munich. I am unsure what penalty, if any there are for overseas drivers who may be ignorant of this. However, in comparison the Dartford toll which is now drive though and ANPR recorded has a massive non payment reported on TV mostly by drivers of non UK registered vehicles.

Green stickers are not given to all cars - you only get a green sticker if your diesel car is post-2006, or your cat-equipped petrol-engined car is post January 1993, Norman! I have heard of people who have had to enter an environmental zone with no sticker, only to find that the dealer does not sell them, and then trying to convince a politzei not to book them!

I obtained the Green stickers for both my 130 and Alpina when I was Essen for Techno Classica.
Even though I was not in my Alpina the garage was quite happy to issue the sticker on production of the V5. The green stickers are 5 euros. The fine for driving in a restricted zone without a sticker for a vehicle that needs one is 40 euros. For visitors to Venlo who aim to drive in Germany at a later date, could pop over into to Germany and obtain one from the nearest BMW dealer.

Is it possible to obtain a red or yellow sticker from a dealer, or do they only sell them for cat-equipped Euro 1 petrol cars, and the current diesel models which meet the 2006 emission limit?
I get the impression that unless your car is deemed worthy of a green sticker, it will not be admitted anywhere, and that the yellow and red stickers are basically a sign that you should have bought a new car ages ago! It is something which owners of older cars will have to think about seriously when planning routes, booking hotels, and joining factory tours. No doubt the regulations will be tightened up - as usual - to downgrade the older cat-equipped petrol cars to yellow when the next batch of emissions regs come into force. I will not be surprised if the UK also jumps on this band wagon, as a means of forcing older cars out of regular use, and hopefully increasing VAT revenue from increased new car sales. Mike, Brian might be better to answer that. I am taking my Alpina which was registered Jan 2006 through France to Venlo. Then later in June we are going to St Avold and then on to Munich and then to Buchloe. I consulted with a German Alpina friend and he said the only place in Munich that required the green sticker was in the very heart and where our hotel is was ok. He also said that there was minimal chance in his view of UK car getting a fine. However if for 5 euros I can reduce the risk of any problem I will.

According to the Munchen Council - http://www.muenchen.de/rathaus/home_en/Environment-and-Health/Low_emission_zone their Environmental Zone covers the entire area within the Mittler Ring - from the Olympic Stadium side of the road, opposite the BMW Museum.
It is all very well for those whose cars merit a green sticker, but older petrol cars, and pre-2006 diesels, will no longer be able to reach places such as the hotel we used on my last factory tour, the campsite at Thalkirchen, or the (reasonably priced) Hotel IBIS across the river, even on an 'access only' basis. Perhaps BMW will provide parking for older cars during official factory visits. |

Yes, it is inside the Mittler Ring, within the Munchen Environmental Zone, south of the Olympic Village, so a green sticker is required.

I wonder what the people who live there do for private transport? If they do not have newish cars, perhaps they all use pre-1993 cars, which are exempt! My old 1986 Golf GTI would have been exempt, but having been built for sprint events, with a rather extreme camshaft, you could smell petrol in the exhaust when it was cold - it would probably have had an eco-warrior dashing away to hug a tree!

Yes - but that seems too easy a way to avoid the eco-warriors and their henchmen! I bet that vehicles without green stickers are simply not permitted inside the Zone. It would be wise for owners of such cars to find out before travelling, and if this is the case, see if BMW would permit them to park inside the factory area.

I am trying to carry out a pretty unscientific risk assessment here, we have one car pre 93, so good and three 2006 or newer. Then three in between, I guess it will be down to individual choice. But really do not want to change hotel at this late stage, I think acting English might be their only option?

It may be possible for the pre-1993 car to claim a dispensation as a 'Classic Car' if they meet the requirements set out by the Federal Government - whatever that is! Any post-1993 car should be OK.
'Acting English' will not get you anywhere, other than a series of 40 Euro fines, as foreign registered cars are required to comply with the law. Driving without a sticker is permitted to reach a garage or TuV centre which sells them, but no further. Environmental zones are not peculiar to Munchen - all German cities and many towns have them, and they are spreading across Europe. Having an inner ring road, Munchen's is at least well-defined, but some towns and cities must pose a problem for strangers. Edited by Mike Fishwick - 07 May 2015 at 5:19pm |

The sticker is for as long as it is fixed to the vehicle, but you cannot transfer the sticker from vehicle to vehicle. It relates to the vehicle and not the owner. 5 euros from German BMW dealer with your V5C doc

I ordered mine from TUV Auto Services online on Tuesday evening, paid 15 Euro by card and it arrived this morning (Friday) to Perthshire Scotland, I didnt mind a little bit more as a detour would disrupt my schedule too severely.

Very interesting post, and extremely useful to know.
I'm due to take delivery of my new car in the beginning of June, but will have to await delivery of the V5 before I will be able to apply. We are going over a couple of weeks later and I'd sooner have it prior to leaving so the fact that they turnaround online applications quickly is good to know.

We indeed did go to see the very helpful Autohaus Timmermanns at Nettal and saw the branch manager Ingo Grosse-Sextro. We all got the green 4 sticker. The cost was 5 euros. However a very older car without cat converter was a different issue. Ingo made a number of telephone calls to the German authorities. It appears that for example for Munich that any owner would need to apply to the local city authority and can receive an exemption certificate for 3,6, 9 or 12 months. However, this is really based on someone who needed to be there for some significant time. Not really for a visit over a few day. There are some difficult forms to be completed which are all in German and even the dealer struggled to understand some of the requirements.
The rule of probability was determined as this, an attempt had been made to obtain a sticker. This was not possible, it was felt that the German Police would understand this and also being a UK car that they would not take action by more likely to admire the vehicle.
